Effective resident engagement is an essential part of building safety. For those responsible for higher-risk buildings (HRBs), it helps meet legal duties, builds trust and ensures residents understand the safety measures in place, their own responsibilities and how to raise concerns.
What the Law Requires
For HRBs, the Building Safety Act and supporting regulations set out a legal duty for those Principal Accountable Persons (PAPs) to have an effective Resident Engagement Strategy. This includes:
- Providing residents with relevant building safety information, including appropriate information arising from fire risk assessments, compartmentation surveys and planned safety works.
- Informing residents of their responsibilities such as not blocking vents, tampering with fire doors, or storing items in communal areas.
- Creating clear and accessible ways for residents to feedback any concerns, report hazards, and feel heard.
This process also connects to the Golden Thread of safety information and is a required element of the Safety Case Report submitted to the Building Safety Regulator (BSR). PAPs will be expected to demonstrate that their Resident Engagement strategy has been implemented and that it is up to regulatory standard.
What Does Good Resident Engagement Look Like?
Resident engagement is about creating open channels of communication and presenting key safety information in a way that is clear, accessible, and relevant to everyone in the building.
Safety messages work best when they are simple, direct, and easy to understand for all residents. One way to do this is by making sure technical terms or jargon are avoided in communications unless they are thoroughly explained.
Your materials may need to account for language barriers, visual or hearing impairments, or cognitive conditions. Tools such as braille signage, translated notices, or large-print guides are good examples of inclusive practice.
Keep residents informed on when inspections, works or assessments are due and follow up with findings and next steps. Share what’s been identified in fire risk assessments or compartmentation surveys and explain what will be done.
Residents should know who to contact with safety concerns and how their queries will be handled. Make it easy to report issues so residents can raise concerns as and when they need to. Whether it’s a broken fire door or a concern about water leaks, simple reporting routes such as email, resident portals, or a dedicated phone line make a big difference.
