In August 2007, Home Information Packs (HIP) were launched but applied only to places with four or more bedrooms. Then, on 14th December, Home Information Packs became a legal requirement for all properties being sold in England and Wales.

However, the owners of leasehold properties have faced difficulties.

In some cases it has been difficult to obtain leasehold documents quickly and disproportionate charges have on occasion been requested.

The Government had announced that until 31st December 2008, the only required document was be a copy of the Lease. Proposals in a consultation paper have now done away with leaseholders having to provide some 12 extra documents and pieces of information and replace it with a simple Property Information Questionnaire (PIQ) that lessees can complete themselves. The regulations also make permanent, from 1 January 2009, the lease being the only additional mandatory requirement for leasehold properties.

This interpretation of the current situation regarding HIPs and leaseholders is believed to be true at the time of going to press but in view of past experiences, keep checking on our website to see when the situation has changed!
